摘　　要：从“党的领导”到“党的全面领导”再到“坚持和完善党的领导制度体系”,这个过程贯穿在党领导人民进行新民主主义革命、社会主义建设和中国特色社会主义事业的进程中。在这一进程中,虽然历经了不同的历史阶段,但是坚持党的领导、确保党始终成为领导核心,从制度上更好地发挥党“总揽全局、协调各方”的领导作用,在推进国家治理体系和治理能力现代化过程中实现科学执政、民主执政、依法执政,这些根本问题和根本认识不仅从未发生改变,而且逐渐成为坚持和完善党的领导制度体系的理论起点、内在逻辑和价值取向。这是从我们党自执政开始、改革开放之后特别是党的十八大以来所一直努力的,体现了中国共产党对执政规律认识的不断深化。From“the leadership of the Party”to“the overall leadership of the Party”to“adhering to and im⁃proving the leadership system of the Party”,this process runs through the process of the Party leading the peo⁃ple to carry out the new democratic revolution,socialist construction and the cause of socialism with Chinese characteristics.Although it has gone through different historical stages in this process,we should adhere to the leadership of the Party,ensure that the Party has always been the core of leadership,give better play to the lead⁃ing role of the Party in“taking charge of the overall situation and coordinating all parties”in terms of system.In the process of modernizing the governance system and governance capabilities,scientific governance,democrat⁃ic governance,and governance in accordance with the law have not only changed in these fundamental issues and fundamental understandings,but also gradually become the theoretical starting point,internal logic and val⁃ue orientation of adhering to and improving the Party leadership system.This is what our Party has been trying to do since the beginning of its ruling,after the reform and opening up,especially since the 18th National Con⁃gress of the Communist Party of China,which reflects the continuous deepening of the understanding of the rul⁃ing law of the Communist Party of China.
