摘 要:农村兴则国家兴。党的十九大提出实施乡村振兴战略,为新时代科学有序地推动乡村的产业、人才、文化、生态和组织建设提供了战略机遇。从乡村振兴战略实施的角度出发研究四川乡土人才队伍建设,发现四川乡土人才队伍建设面临农村"空心化""空巢化"现象严重、农业生产经营者整体受教育程度不高、农业劳动者和乡土人才流失严重等现实情况。城乡二元结构、快速城市化进程、城乡收入差距是乡土人才流失的主要诱因。当前,应以乡村振兴战略为引领,通过加快乡村本土人才培育、回引在外新乡贤、筑巢吸引外部人才等措施,不断加强四川乡土人才队伍建设。At present,the contradiction between the growing need of our people for a better life and the imbalanced and inadequate development is the most prominent issue in the countryside.For this reason,General Secretary Xi Jinping first proposed the“rural revitalization strategy”in the report of the 19th National Congress of the Communist Party of China,thus providing strategic opportunities for the promotion of rural industry,talents,culture,ecology and organizational construction in the new era.This paper focuses on the construction of local rural talents in Sichuan in this context.We find that there exist problems like outflow of rural population,agricultural laborers,and local talented individuals with adequate education in rural areas in Sichuan after the reform and opening-up.The urban and rural divide,the rapid progress of urbanization and the gap of income in urban and rural areas are the major causes for such problems.We suggest that rural revitalization in Sichuan be promoted by cultivating local rural talents,attracting outflowing rural elites and talent individuals in other areas to Sichuan.
