摘　　要：社区志愿服务是践行社会主义核心价值观、建设"人人有责、人人尽责、人人享有的社会治理共同体"的基础性载体,是社会和谐发展的助推器。本文从制度环境和参与绩效两个维度,对郑州市方圆经纬社区展开个案调查。调研发现,制度环境由政策设计、资源支持为核心构成,形成了"政府重视、党员引领、三方协同、制度激励"的格局与机制;社区积极分子志愿参与的绩效则体现为四个方面,即优化整合了社区服务资源,增强了社区凝聚力,丰富了社区居民日常公共生活,推动了社区民主进步。Community volunteer service is a basic carrier to practice core socialist values and to build a community of social governance that"everyone has responsibilities,everyone is responsible and everyone shares",as well as a booster for harmonious social development.This article conducts a case study on Fangyuan Jingwei community in Zhengzhou city from two dimensions of institutional environment and participation performance.According to the survey,the institutional environment consists of policy design and resource support,forming a pattern and mechanism of"the government attaches importance to it,party members lead it,tripartite coordination and institutional incentive".The performance of voluntary participation is reflected in four aspects:optimizing and integrating community service resources,enhancing community cohesion,enriching the daily public life of community residents,and promoting the progress of community democracy.
