发展性社会工作帮扶农户对接市场的策略与困境

摘　　要：发展性社会工作直接介入服务对象的生计改善,可以助力乡村振兴和精准扶贫战略的实施。在一个生计发展项目中,社会工作者帮助农户销售生态农产品,并兼顾社会目标。然而受社会再生产机制的影响,项目也面临主流市场从价格和资金上的围剿、消费者与合作伙伴难以理解项目的社会意义等结构性困境。工作人员难以平衡社会工作者与创业者的双重角色,构成了项目的操作性困境。因此,社会工作者应当审慎地决策是否以及如何参与市场对接的行动,并结合自身资源找准角色定位。Developmental social work practice in China can facilitate implementation of the strategy of rural revitalization and targeted poverty alleviation by directly intervening the clients’livelihood improvement.In a livelihood improvement project,social workers helped villagers in organic agro-product sales and meanwhile embedded social goals into economic activities.However,impacted by social reproduction mechanisms,the project was encountered with structural challenges,including disadvantage in price and capital compared with other rivals in mainstream market and incomprehension of social significance of the project from consumers and business partners.In addition,difficulty in balancing the role of social workers and entrepreneurs became an operational barrier challenging the project.The social workers should carefully determine whether and how to involve in market linkage activities,and identify their positions according to the resources owned.
