摘  要:《交通强国建设纲要》提出到2035年基本形成"全国123出行交通圈",从"以人民为中心"的视角科学评价我国客运123出行交通圈现状的总体发展水平,发现我国综合立体交通网在客运高速化方面存在的薄弱环节,亟需一个国家层面的综合定量评价。本文在界定研究对象、研究范围的基础上,构建了我国客运123出行交通圈综合覆盖率指数评价指标,编制了都市圈1小时交通圈覆盖率、城市群2小时交通圈覆盖率、全国主要城市3小时交通圈覆盖率3个二级指标,并搜集相关数据进行了量化测算。研究结果表明,我国客运123出行交通圈现状总体发展水平较低,综合覆盖率指数为76.38%,北京、上海、重庆等都市圈城市轨道交通线网布局,珠三角、海峡西岸等城市群高速铁路站点及北京、上海、广州等机场航线结构和航班通达度需要进一步优化和完善。测算结果表明本评价方法可以用于综合立体交通网现状发展水平和规划效果的评价,为国家综合立体交通网的规划和建设提供决策参考。"National 1-2-3 travel circle"will be basically formed by 2035 as proposed in the"Outline of building a powerful transportation country".In order to scientifically evaluate the overall development level of China’s high-speed passenger transport from the"people-centered"perspective,and identify the weaknesses of China’s integrated three-dimensional transport network in the high-speed passenger transport,there is an urgent need for a com-comprehensive quantitative evaluation at the national level.On the basis of defining the research objects and research scope,we established evaluation indicators for the comprehensive coverage rate index of China’s high-speed passenger transport,developed three second-level indicators for the coverage rate of the one-hour transport circle in metropolitan areas,the coverage rate of the two-hour transport circle in urban clusters and the coverage rate of the three-hour transport circle in China’s major cities,and collected relevant data for quantitative measurement.Research results show that the overall development level of China’s high-speed passenger transport is average,with a comprehensive coverage rate of 76.38%.The urban rail transit network layout in Beijing,Shanghai,Chongqing and other metropolitan areas the high-speed railway stations in Pearl River Delta,West Coast of the Taiwan Straits and other urban clusters and the airport route structure and flight accessibility in Beijing,Shanghai,Guangzhou need to be further optimized.The measurement results are in good agreement with the actual situation,indicating that the evaluation method can be used to evaluate the development level and planning effect of the integrated three-dimensional transport network,which provides support for the planning and construction of the national integrated three-dimensional transport network from one aspect.
