摘　　要：东北亚正处在一个历史性转变的新起点,核心是变,而变的关键是导向与方式。第二次世界大战后,以新思维、新方式推动构建新区域关系和秩序的成功范例有两个:一是欧盟,二是东盟。东北亚新地区关系和秩序建设是在现有的基础上进行,快速的突变并不现实,且没有一方能够单独改变现状。因此,东北亚需要寻求符合本地区情况、符合新时代大趋势的变革之路。东北亚以构建长久和平与合作发展为目标,为此需要让基于区域共生和区域共利认知的合作进程可持续。构建人类命运共同体是一个认知理念,推动东北亚命运共同体构建是近代东北亚关系和秩序发展的一个历史性转变。在东北亚,由于复杂的政治生态,促进一种公共的价值观认知并不是一件容易的事情。命运共同体构建是集大家之慧、靠大家之力,中国既是倡议者,也是行动者。The Northeast Asia is at a new turning point of the historical transformation.Its nature is change,and the key for the change is the direction and way.There are two successful cases for building a new relationship and order based on new thinking and way,while one is the EU and the other is the ASEAN.The new relationship and order building for Northeast Asia is based on the existing foundation.There is no a fast track for the change,and no a single country can change the existing order.Northeast Asia needs to search the way for the change based on the existing order and at the same time to meet with the grand trend of the new age.The goal is to build a long lasting peace and cooperative development for Northeast Asia and to make the co⁃operation process sustainable based on the consensus for living together and sharing in⁃terests in the region.To build a community with a shared future for mankind is a cog⁃nitive idea.It is a new historical turning point to build a community with a shared fu⁃ture for the Northeast Asian relationship and order.Given the complex politics,it is not easy to promote a public value consensus in Northeast Asia.To build a community of shared future for Northeast Asia,it relies on the collective wisdom and efforts,and China plays the role of both an initiator and an actor in this process.
