从《美国老年法案》修订探索老年体育政策特征及启示

摘　　要：《美国老年法案》中涉及老年体育政策的修订揭示美国老年体育遵循循证政策的基本范式,体现法案横向连接州政府与联邦老年服务网,并纵向直达社区的“桥梁”作用,凸显老年体育活动标准细化的趋势。反观我国现阶段老年体育政策现状,建议发挥学术研究在政策制定中的“粘合剂”功能,形成政策的长效“证据链”;从社会支持视角健全老年体育政策体系框架,联动推进老年体育各项规章制度的落实;从政策细则上,确立老年体育活动分类和标准化意识,依托社区实现基层体医渐进融合。The revision of elderly sports policies involving contents in the American Elderly Act(referred to as the Act for short)reveals the basic paradigm of American elder sports following evidence-based policies,embodies that the Act horizontally connects to the state government and federal elderly service network,and vertically plays the function of community“bridge”,and highlights the trend of elderly sports activity standard refinement.By viewing the current situation of elderly sports policies at the current stage in China on the contrary,the authors put forward the following proposals:exert academic research’s“adhesive”function in policy making,form a long-term effective“evidence chain”of the policies;from the social support perspective,perfect the elder sports policy system framework,boost various elder sports regulations and systems in a linked way;in terms of policy rules and regulations,establish elderly sports activity classification and standardization awareness,realize the gradual fusion of grassroots sports and medicine by relying on communities.
