摘  要:目的分析全国疾病预防控制机构人力资源现状、存在的主要问题及制约其人力资源发展的因素,为疾控机构事业发展和人才队伍建设提供依据。方法以2010-2017年《中国卫生统计年鉴》相关数据为依据,对全国疾控机构人力资源情况进行分析。结果2010-2017年全国疾控机构数量分别为3513、3484、3490、3516、3490、3478、3481和3456,机构数量变化不明显;各级疾控中心人员数量总体变化不大,但县级以下疾控中心人员数呈逐年递减趋势;卫生技术人员占疾控中心人员比例,2017年为74.5%,其他技术人员为7.7%,管理人员为7.3%,工勤技能人员为10.5%;全国每十万人口疾控中心人员配备从2010年的14.6人减少至2017年的13.7人,卫生技术人员配备从2010年的11.0人减少至2017年的10.2人。结论我国疾控机构人力资源总量不足,人员配置不平衡,应结合当前国家对公共卫生体系建设提出的改革发展思路,加强人才队伍建设,促进疾病预防控制事业的可持续发展。Objective To analyze the current situation of human resources in Centers for Disease Control and Prevention(CDCs) in China,the main problems existing and the factors restricting the development of human resources,provide basis for the development of CDCs and the construction of talent team.Methods Based on the data of China Health Statistics Yearbook from 2010 to 2017,the human resources of CDCs were analyzed.Results From 2010 to 2017,the number of centers for disease control and prevention in China was 3 513,3 484,3 490,3 516,3 490,3 478,3 481 and 3 456,the change was not significant;the number of CDCs in China basically remained unchanged;the number of CDCs at all levels generally changed little,but the number of CDCs below the county level decreased year by year;the number of health technical personnel accounted for more than half of the total number of CDCs personnel,reaching 74.5% by 2017,other technical personnel 7.7%,management personnel 7.3%,and skilled workers 10.5%;all the number of CDCs personnel per 100 000 population decreased from 14.6 in 2010 to 13.7 in 2017,and the number of CDCs health technical personnel decreased from 11.0 in 2010 to 10.2 in 2017.Conclusion At present,the total amount of human resources of CDCs in China is insufficient,and the allocation of personnel is unbalanced.It is necessary to combine the reform and development ideas proposed by the state for the construction of public health system,strengthen the construction of talent team,and promote the sustainable development of the cause of disease prevention and control.
