摘  要:制定适宜的污染物控制方案是河道水环境健康管理的重要举措之一。目前,我国以污染物浓度、污染物总量单一控制模式为主,且污染物总量控制仍侧重于目标总量控制。本文以淮河流域沙颍河为例,对河段主要污染物高锰酸钾指数(CODMn)进行浓度及入河负荷总量分析,提出了污染物入河浓度与负荷总量联合控制概念,并对研究河段的环境容量进行估算,最终建立了兼顾水质浓度与入河污染物总量控制的双目标控制决策模型。模型结果表明,在浓度达标时可能需要同时对总量进行控制,在总量达标时也可能需要对水质浓度进行控制,个别月份更需要对两者同时控制。研究结果解决了水质浓度控制与总量控制的矛盾,可对未来水环境功能区的管理提供一定的技术支撑。Making suitable proposals of pollutant control is one of the important measures for the management of river’s environ⁃ment.Nowadays,mainly adopted method is the single mode of pollutant concentration or total pollutant amount.Taking the Huaihe basin-Shaying river as an example,the concentration of CODMn and the total amount into the river were analyzed,and the concept of joint control mode of concentration and total amount was proposed.And applied to estimate the environmental capacity of water functional area.Finally,a joint evaluation model was established.The model results show the necessity to simultaneously control the total amount when the concentration reaches the standard.It is also necessary to control the pollutant concentration when the to⁃tal amount reaches the standard,and in certain months,both should be controlled.The method reconciles the contradiction between concentration and gross pollutants control,and provides a reference for the management of water function zones.
