摘　　要：近年来,我国城市洪涝灾害频发,造成了重大的经济损失。加强应急管理、提高应对能力是城市洪涝防治的关键。总结了我国城市洪涝灾害应急管理的概念、框架与组成体系,分析了与风险管理和危机管理等概念的关系,介绍了我国城市洪涝灾害应急管理现状及存在的不足,并借鉴国外应急管理的经验,提出了对策建议,以期为我国各城市洪涝灾害应急管理的建设和完善提供参考。In recent years,the frequent occurrence of urban flood disasters in China has caused great economic losses.Emergency management is one of the major measures to prevent and mitigate urban flood hazard in China.In this study,the concept,the framework and primary elements of the emergency management for urban flood pre⁃venting and hazard mitigation in China are proposed,and the relationship between risk management and crisis management is analyzed.In addition,current situation and shortcomings of the emergency management in cities of China are introduced in detail.By referring to the advanced experiences abroad,improving suggestions are put for⁃ward,which can be a reference for the construction and improvement of urban flood hazard emergency manage⁃ment in China.
