抗旱服务队的绝对抗旱能力和相对抗旱能力——实际应用及其优越性

摘　　要：应用实际资料,采用已有的抗旱服务队抗旱能力指标和全新的抗旱服务队抗旱能力指标对河北省11个县抗旱服务队的抗旱能力进行了评估分析。评估分析结果表明,新的抗旱服务队抗旱能力指标优于已有抗旱服务队抗旱能力指标,能够辨识抗旱服务队抗旱能力是否满足当地抗旱减灾实际需求,进而得出客观建设抗旱服务队抗旱能力的结论。新的抗旱服务队抗旱能力指标之所以能够辨识抗旱服务队抗旱能力是否满足当地抗旱减灾实际需求,关键是新的抗旱服务队抗旱能力指标将抗旱服务队抗旱能力与抗旱需求紧密结合,而已有的抗旱服务队抗旱能力指标没有实现这种结合。Based on the actual data,the drought relief abilities of 11 county’s drought relief service teams in Hebei Province are evaluated and analyzed using the existing and the new drought relief indice.The evaluation results show that the new drought relief service team is better than the existing drought relief service team,and can identi⁃fy whether the drought relief service team can meet the actual needs of local drought relief and disaster reduction,and then draw the conclusion of objective construction of drought relief service team.The key for the new drought relief service team to identify whether the drought relief capacity of the service team can meet the actual needs of local drought relief and disaster reduction is that the new drought relief service team closely combines the drought relief capacity of the service team with the drought relief demand,while the existing drought relief service team does not achieve this combination.
