我国公立中医类医院床位配置规划完成率与公平性研究

摘　　要：利用专题调查数据,测算全国公立中医类医院床位配置的规划目标完成率、泰尔指数及集中指数。研究发现,政府规划有利于提高公立中医类医院床位配置,但是对改善中医类医院床位配置不公平的影响很小。对此,在制定及落实规划时,应坚持政府主导与市场机制相结合,建立多元化的规划指标,从而实现公平与效率的统一。Using the special survey data to calculate the completion rate,Theil index and concentration index of bed collocation in national public TCM hospitals.The study found that government planning is conducive to improving the bed collocation in public TCM hospitals,but it has little impact on the unfairness of bed collocation in public TCM hospitals.So it is necessary to adhere to the combination of government leadership and market mechanisms when formulating and implementing plans,establish diversified planning indicators and achieve the unity of fairness and efficiency.
