城市群“互联网+医疗健康”的内涵解析与路径构建——基于新区域主义视角的分析

摘　　要：城市群"互联网+医疗健康"为跨域医疗问题的解决提供了思路,有利于城市群医疗服务体系建设,但目前仍存在明显的发展难题。合理借鉴新区域主义理论主张,深入剖析"互联网+医疗健康"服务机制转变的核心内涵,有利于结合现实应对城市群"互联网+医疗健康"的治理困境与技术挑战,系统建构城市群"互联网+医疗健康"协同发展机制。城市群"互联网+医疗健康"协同机制要立足于国家战略,完善相关法律规划,通过优化组织协调机制、加强地方政府间的府际协作,在区域协同中构建多元主体参与机制,重点解决"互联网+医疗健康"领域的信息难题,并且对协作效果进行合理评估。“Internet+medical health”in city cluster provides ideas for solving cross-regional medical problems,which is conducive to the construction of medical service system in city cluster,but there are still obvious development problems.Using the theory of new regionalism for reference and deeply analyze the core connotation of the transformation of“Internet+medical health”service mechanism will be conducive to combing with reality to sort out the governance dilemmas and technical challenges of“Internet+medical health”in city cluster and systematically constructing the collaborative development mechanism of“Internet+medical health”in city cluster.The collaborative mechanism of“Internet+medical health”in city cluster should be based on the national strategy,to improve relevant legal planning,to build a multi-subject participation mechanism in regional coordination through optimizing the organization and coordination mechanism to strengthen the inter-governmental cooperation among local governments,to focus on solving the information problems in the field of“Internet+medical health”,and to reasonably evaluate the effect of the collaboration.
