加拿大油砂沥青产业现状与发展思考

摘　　要：介绍了加拿大油砂沥青产业主要现状,包括油砂沥青资源储量与油藏分布、露天及原位开采法以及沥青改质等开发生产现状。着重分析了加拿大产业发展中产业定位与发展战略的缺陷,油砂沥青价格处于被动劣势地位,生产成本高居不下,运输能力严重受限,环保压力空前高涨,国际大公司纷纷撤离加拿大油砂业务等六大发展困境与挑战。以中国海油为例,提出了其油砂沥青产业发展的思考,包括如何调整产业发展定位,如何在通过技术创新、营销创新和管控创新实施产业发展战略时,考虑油气并举,上下游联动以及择机部分调整上游资产配置、下游增加高附加值产品与延长产业链等具体发展策略。还提出了加强与加拿大政府沟通与合作,关注王子港物流战略布点以及在加拿大油砂沥青企业之间协同发展等建议。This paper introduces the main current situation of Canada’s oil sands asphalt industry,including the reserves and the reservoir distribution of oil sands resources,mining and in situ production methods,and the development and production status of asphalt upgrading.The paper focuses on the analysis of the defects of the industrial positioning and development strategy in the industrial development of Canada.The price of oil sands is in a passive disadvantage position,the production cost is high,the transportation bottleneck is seriously limited,the environmental protection pressure is unprecedented high,and the international big companies withdraw from the oil sands business in Canada.Taking CNOOC as an example,this paper puts forward some thoughts on the development of CNOOC oil sands industry,including how to adjust the industrial development orientation,how to implement the industrial development strategy through technological innovation,marketing innovation and management and control innovation,and how to consider the specific development strategies such as simultaneous development of oil and gas,linkage between upstream and downstream,adjustment of upstream asset allocation,increase of high value-added products in downstream and extension of industrial chain.Suggestions are also put forward to strengthen communication and cooperation with the government of Canada,pay attention to the logistics strategic layout of Prince Rupert,and coordinate the development of oil sands enterprises in Canada.
