摘　　要：乡村治理的有效性是乡村振兴的基础。乡村治理的条件、治理主体的能力直接影响治理的效果。文章依据实地调查数据,从农业生产力、乡村环境治理、村干部的综合能力及扶贫支撑等四个方面分析了影响乡村治理效果的因素、存在问题及原因。通过不同类型的乡村治理效果比较和经验总结,提出了乡村社区化安置、城乡一体社保体系构建、农村承包土地“活权”、生态乡村建设、乡村人才吸纳等解决乡村治理难题、提升乡村治理效果的政策建议。The effectiveness of rural governance is the foundation of rural revitalization.The condition of rural governance and the ability of governance subject directly affect the effect of governance.Based on the field research data,this paper analyzes the factors,existing problems and causes affecting the rural governance effect from four aspects:agricultural productivity,rural environmental governance,the comprehensive ability of village cadres and the support of poverty reduction.Through the comparison and experience summary of different types of rural governance effects,this paper puts forward some policy suggestions to solve the rural governance problems and improve the rural governance effects,such as the settlement of rural communities,the construction of urban-rural social security system,the"right revitalization"of contracted land in rural areas,the construction of ecological villages and the recruitment of rural talents.
