摘　　要：目的分析江苏省县级公立医院改革试点宜兴市人民医院改革前后运行效率,评价改革效果,总结实践经验,为深化推进综合改革提供参考依据。方法通过机构调查表获取江苏省宜兴市人民医院主要经济运行数据,运用DEA模型分析其运行效率。结果江苏省宜兴市人民医院改革后,规模收益出现短暂递减,总体上规模收益不变,DEA有效(规模收益不变)占比70%,DEA无效(规模收益递减)占比30%。结论江苏省宜兴市人民医院综合技术效率总体良好,改革实施后3年内规模收益递减,归因于医院规模扩张导致规模效率下降,医院及时调整后规模收益递减随后消失。建议医院依托环境激活自身动力实现提质增效,注重内部治理、确保资源有效利用。Objective To analyze the operating efficiencies of The People’s Hospital of Yixing City,a pilot hospital,before and after the reform of county public hospitals in Jiangsu Province,to evaluate the outcome and to summarize the experience,so as to provide reference for deepening and promoting the comprehensive reform.Methods The main economic operation data of the pilot hospital were obtained through institutional questionnaire,and DEA model was used to analyze its operating efficiency.Results After the reform,there was a brief decline in returns to scale.On the whole,the returns to scale remained unchanged,with DEA effective(returns to scale remained unchanged)accounting for 70%and DEA ineffective(returns to scale declined)accounting for 30%.Conclusions The comprehensive technical efficiency of The People’s Hospital of Yixing City in Jiangsu Province is generally good,and the returns to scale decreased within three years after the implementation of the reform,which is attributed to the decline of scale efficiency caused by the expansion of the scale of the hospital,and later the decrease disappeared after the timely adjustment of the hospital.It is suggested that the hospital should rely on the environment to activate its own power to improve the quality and efficiency,attach importance to the internal management of the hospital and ensure the effective utilization of resources.
