论现代公共危机治理中的中国公民精神  

On the Spirit of Chinese Citizenship in Modern Public Crisis Management

摘　　要：现代性公共危机的爆发不仅是对国家危机治理能力的挑战,更是对社会整体危机应对能力的综合考验。公民是公共危机的直接受灾对象,更是危机治理的参与主体之一。如何发挥公民精神提升危机关注意识、危机预警意识、危机应对能力,是学术界要研究的课题。通过阐述公民精神内涵、危机环境中公民精神的特点、回溯新中国成立以来中国公民精神的发展变迁、指出公共危机治理中中国公民精神的缺失,提出了提升中国公民精神的三大路径,为党和政府通过激发公民精神提高危机治理效能提供有效借鉴。The outbreak of modern public crisis is not only a challenge to the ability of national crisis management,but also a comprehensive test of the ability of social overall crisis response.Citizens are the direct victims of public crisis,and also one of the participants in crisis management.How to give full play to the spirit of citizens to enhance the awareness of crisis concern,crisis early warning and crisis response ability is a subject to be studied by the academic community.By expounding the connotation of the spirit of citizenship,the characteristics of the spirit of citizenship in the crisis environment,looking back on the development and changes of the spirit of citizenship in China since the founding of the people's Republic of China,and the lack of the spirit of citizenship in public crisis management,this paper puts forward three ways to improve the spirit of citizenship in China,which can provide effective reference for the party and the government to improve the efficiency of crisis management by stimulating the spirit of citizenship.
