摘 要:目的探索国家重点研发计划"重大慢性非传染性疾病防控研究"重点专项管理模式创新,提升创新服务能力。方法研究73个项目2017和2018年度执行情况报告,分析归纳存在的主要问题,并与指南编制组专家、专项专家组成员、项目负责人等进行交流探讨,共同提出解决问题的建议方案。结果项目实施存在的问题主要包括参与单位或人员变动、数据管理、伦理审查、病例入组、经费使用5大类。结论年度执行情况报告是项目管理专业机构了解项目实施的重要途径,针对年度报告中反映的主要问题,建议通过作好对项目牵头单位的支撑服务、强化项目牵头单位法人意识、探索符合临床研究特点的项目管理模式等途径促进专项实施。Objective To explore management mode innovation and improve innovative service capability of Special Project for Prevention and Control of Major Chronic Non-Communicable Diseases in National Key R&D Program of China. Methods There were 73 annual reports on project performance in 2017 and 2018. They were analyzed and summarized in the study. Experts who produced project guidelines,designed implementation plan or undertook the projects,were invited to discuss problems of projects management and present recommendation. Results In the process of project implementation,there were five types of problems which were change of participating units or personnel, data management, ethical review, patient enrollment and funds use. Conclusion The annual report was the important way for the professional project management agency to know the status of project implementation. Several measures were suggested to carry out according to the problems emerged in the annual reports,including improving support services for project undertaking units,strengthening legal consciousness of project undertaking unit,exploring the project management mode fitted for clinical research characteristics.
