摘 要:中国公共人力资源服务机构的制度创新,集中表现为公益性人力资源服务和经营性业务在体制机制方面的剥离。这一过程既体现了国家深化事业单位机构改革的一般性逻辑,又具有中国人力资源服务行业近40年来推动社会和经济发展的总体趋势特征。公共人力资源服务机构制度创新的理论基础包括组织理论、供求关系和人力资本三个方面,其实践路径则包括:挖掘动力机制,实现体制剥离;细分专业及市场,构建竞争优势;参与生态构建,推动商业模式创新。The institutional innovation of public human resource service institutions in China focuses on the separation of public welfare human resource service and operational businesses in terms of institutional mechanisms.This process not only embodies the state’s general logic of deepening the institutional reform,but also has the overall trend characteristic that China’s human resources service industry promoted the social and economic development in the past nearly 40 years.The theoretical basis of institutional innovation of public human resource service institutions includes organization theory,supply-demand relationship and human capital,and the practice path includes mining power mechanism and realizing institutional separation;subdividing professions and markets,and building competitive advantages;participating in ecological construction,and promoting business model innovation.
