摘 要:突发公共卫生事件是人类走向现代化进程中的潜在风险和威胁,具有不确定性、复杂性、扩散性和跨域性等特点,需要政府、市场、社会和公众等多元主体协同治理。本文基于协同治理的理论视角,分析突发公共卫生事件的治理之道。文章认为,基于权威引导的纵向协同、基于利益共容的横向协同、基于责任共担的内外协同是突发公共卫生事件协同治理的生成路径,信息识别与共享、资源整合与分配、行动贯彻与执行是突发公共卫生事件协同治理的实践机理。Public health emergencies are potential risks and threats in the process of modernization.Due to the characteristics of uncertainty,complexity,diffusivity and cross-domain of public health emergencies,it is necessary for the government,market,society and the public to collaborative governance.Based on the theory of collaborative governance,this paper analyzes the governance of public health emergencies.This paper proposes that vertical collaboration based on authority,horizontal collaboration based on mutual benefit,and internal and external collaboration based on shared responsibility are the paths for collaborative governance of public health emergencies.Information identification and sharing,resource integration and allocation,and action implementation and execution are the practical mechanism for collaborative management of public health emergencies.
