摘  要:建立人类卫生健康共同体,是21世纪全球治理面临的新课题。从可持续安全观的视角,探讨和完善全球公共卫生安全领域应当遵守的防疫规则,提倡全球协同主义,以较低的安全成本获得较高安全防疫效果的可持续性,值得重视。全球可持续防疫包括三大支柱:共同防疫、综合防疫、合作防疫。高效可持续的全球公共卫生体系需要预警、资金、物资等硬国力和软国力支撑。世界各国国情不同,防疫规则不可能完全一致,但可相互借鉴,在纠偏中不断完善。可持续防疫有赖于处理好防疫与复工的关系,尽量减少疫情反复带来的损失。人类卫生健康共同体的建立,要排除意识形态偏见的干扰和片面、虚假信息的误导。The establishment of a human health community is a new topic facing global governance in the 21st century.From the perspective of sustainable safety,it is worth paying attention to discuss and perfect the epidemic prevention rules of global public health and safety,advocate global coordination,and obtain the sustainability of higher safety and effective epidemic prevention with lower safety cost.Global sustainable epidemic prevention includes three pillars:joint epidemic prevention,comprehensive epidemic prevention and cooperative epidemic prevention.An efficient and sustainable global public health system needs early warning,funds,materials and other hard and soft national strength support.Countries in the world have different national conditions,and their epidemic prevention rules cannot be exactly the same,but they can learn from each other and continuously improve in correcting errors.Sustainable epidemic prevention depends on dealing with the relationship between epidemic prevention and returning to work,and minimizing the losses caused by repeated outbreak of the epidemic.The establishment of the human health community should eliminate the interference of ideological prejudice and the misleading of one-sided and false information.
