摘　　要：进入21世纪以后,随着"国际政治主要玩家"这一角色身份的确立,日本的国际战略理念发生了重大而深刻的变化。角色身份的显著性,导致日本政策精英层形成的共识认为,世界已进入了以大国政治回归和地缘竞争加剧为主要内容的"霍布斯时代"、日本和西方国家与中国等新兴国家之间的竞争形成全方位的零和冲突、军事力量对实现国家战略目标具有更广泛功效。上述战略思维和战略认知,既塑造了日本对外战略由"不情愿的现实主义"转向主动拥抱现实主义的哲学基础,也构成了日本战略文化向现实主义转型的主要内容。国际战略议程的传统安全主题化、外交布局的地缘竞争中心化、"大国政治"游戏参与的角色化,将成为日本的主要战略偏好。Since the beginning of the 21st century,with the establishment of the role of"key player of international politics",Japan’s international strategic conception was changed dramatically and profoundly.Three consensuses of Japan’s political elite were shaped by significance called Political Identity as below.Firstly,the world is in the"Hobbes era",which is characterized by great-power and geo-competition politics.Secondly,the competition between Japan,together with the western countries,and emerging countries like China is an all-round zero sum game.Thirdly,military forces became further functional to achieve national strategic goals.The above mentioned strategic thinking and cognition shaped not only the philosophical foundation of Japan’s foreign strategy from"reluctant realism"to realism,but also the main content in the transition of Japan’s strategic culture to realism.Therefore,Japan’s strategic preferences will be changed to Traditional Security Thematicization(TST)in the International Strategic Agenda,Geo-competition Centralization(GCC)in the diplomatic arrangements and"Power Politics"Participation Characterization(PPC)in the political games.
