基于加权层次分析法的循环经济发展评价指标体系研究

摘　　要：针对市县级循环经济发展评价指标体系中存在的标准化问题,本文以安徽省宿州市为典型,采用层次分析方法(Analytic Hierarchy Process,简称AHP)构建以循环经济发展内涵为遵循的4个一级评价指标和15个二级评价指标,结合安徽省人民政府网站公开宿州市2013-2017年国民经济和社会发展统计公报数据,加权计算宿州市循环经济正向收益量、负向成本量和综合总量,并采用多项式拟合方法,建立了宿州市循环经济综合总量和年份关系。本文研究为构建市县级循环经济发展指标体系提供有益的决策参考和借鉴。To solve the limitation on evaluation indexes system of city and country circular economy,this paper established 4 first level indexes and 15 second level indexes with Analytic Hierarchy Process(AHP)approach.Then we weighted the indexes with statistical bulletin data of Suzhou city on national economic and social development from 2013 to 2017 and computed the positive earnings、negative cost and integrated gross of Suzhou city circular economy economy.Finally,we established functional relationship between circular economy of Suzhou city and time with Polynomial Fitting(PF)method.This paper provided beneficial decision-making and reference for evaluation indexes system of city and country circular economy.
