城市社区服务改革的重点、难点分析

摘　　要：在社区服务改革中,应发挥居委会的主导作用,把分清政府职能部门权限和职责,建立社区卫生站,实现社区养老,解决居委会人力、物力、财力不足等问题作为重点。在非营利组织监管、政府资金补贴使用、监督评估体系建设等方面,完善相应的法律法规,为社区服务业的发展提供统一的规范标准。In the reform of community service,the leading role of neighborhood committee should be brought into play.The authority and responsibilities of government's functional departments should be distinguished,community health stations should be established,community elder care should be achieved and the problems of lack of human resources,material and financial resources of neighborhood committee should be solved.Regarding the supervision of non-profit organizations,the use of government subsidies,and the establishment of supervision and evaluation systems,the relevant laws and regulations should be improved to provide unified standards for the development of community service industries.
