摘　　要：国家治理体系的核心要素是价值体系。价值体系赋予国家治理以灵魂和关怀,价值体系就是国家治理的心灵版图。近代以来的政治竞争实质上也是价值体系之争,占据价值体系制高点是世界范围内不同制度模式竞争的秘诀之一。故确立国家治理的价值体系,就成为新时代推进国家治理体系和治理能力现代化的重要组成部分。新时代国家治理的价值体系是在中国文化、马克思主义与现代化、全球化的融合中构建起来的。它面向国内和国际两个层面。“人类命运共同体”与“以人民为中心”是新时代国家治理现代化的两根价值支柱。在国际层面,“人类命运共同体”超越了资本和强权征服的逻辑;在国内层面,“以人民为中心”奠定了国家治理现代化的终极指向。The core element of the state governance system is the value system,which gives soul and care to the state governance.The value system is the spiritual territory of state governance.Political competition since modern times is essentially a struggle for value systems.Occupying the commanding heights of the value system is one of the secrets of competition between different institutional models worldwide.Therefore,the value system establishment of state governance has become an important part of advancing the modernization of China’s system and capacity for governance in the new era.The value system of state governance in the new era is constructed in the integration of Chinese culture and Marxism with modernization and globalization,which faced with both domestic and international levels."A community with a shared future for mankind"and"the people-centered philosophy"are the two value pillars of the state governance modernization in the new era.At the international level,the"community with a shared future for mankind"transcends the logic of capital and power conquest.As well as the domestic level,the"people-centered philosophy"has laid the ultimate direction for the modernization of state governance.
