摘 要:城市更新和土地整备是目前深圳发展较为成熟、应用较为广泛的两种存量土地再开发路径。文章通过对深圳城市更新与土地整备政策的比较研究,结合3类案例实践,从联动目标、原则、策略和要点等方面对二者的联动机制进行深入分析,提出不同土地再开发路径的联动需要兼顾效率与公平原则,并根据区域土地再开发导向和各个项目的具体情况来决定是否实施联动,以及选择何种联动类型;在实施联动时,需注意联动情形、联动条件、项目类型及联动优惠等要点;此外,城市更新与土地整备联动机制的广泛运用还有赖于从顶层设计层面对不同存量土地再开发政策体系进行调整和衔接。Urban regeneration and land readjustment are two of the well-developed and widely-used paths of land redevelopment in Shenzhen.According to the related policies,urban regeneration and land readjustment vary in applying conditions while possessing advantages in different domains of land redevelopment.Therefore,the government often uses different combinations of the above methods to implement the renewal and transformation of the regional stock land.However,due to the divergence in policy requirements,especially in compensation methods and standards,it tends to have adverse effects upon the land redevelopment and delay the process of the reconstruction when the two methods are not linked smoothly and operate independently.Thus,it is necessary to explore the joint-action mechanism between urban regeneration and land readjustment,and seek the path that help bring about the coexistence and symbiosis of both while making the two methods promoting the redevelopment of the stock land jointly.
