摘　　要：文章基于城市功能定位的相关研究,从哈尔滨历史演变轨迹出发,识别新时代背景下国家边境中心城市所具备的门户与中心两大特征要素,基于哈尔滨的中介枢纽、特色窗口、科技创新和消费升级四大价值禀赋,提出哈尔滨的目标愿景与城市职能,以期为其他地区战略目标的制定提供借鉴。Based on research on urban functional orientation,the paper reviews the historical evolution of Harbin,and recognizes the two major characters of national central border city in the new era.Based on the four major values of Harbin city in intermediary hub,characteristic window,scientific innovation,and consumption upgrade,the paper proposes the vision and function of the city,and provides a reference for other cities.
