摘　　要：可发展用地资源极度稀缺是制约澳门城市发展的重要因素。文章根据澳门在粤港澳大湾区中的城市定位与现状存在的主要问题,提出了拓展城市空间、发展多元产业及完善基础设施的澳门新城填海规划——澳门“第四空间”规划的规划目标;结合“第四空间”的规模与选址,确定了填海方案及城市空间结构与功能布局,并围绕多层次轨道交通体系、航空综合体及邮轮新城提出具体的规划策略。The scarcity of construction land is a major restriction of urban development in Macao.With respect to the orientation problems of Macao in the Guangdong-Hong Kong-Macao great bay area,the paper puts forwards Macao new city reclamation plan that includes expansion of urban space,multiple industrial development,and infrastructural construction,and it will realize“the fourth space”planning vision of Macao.With the fourth space scale and site selection,the paper specifies the reclamation proposal,urban spatial structure,and functional layout,and puts forwards planning strategies of multi-level rail transit system,aviation complex,and cruise new city.
