摘　　要：“为官不为”是当前亟须面对和解决的吏治难题。“为官不为”表现形式多种多样,主要以胆小怕事“不敢为”、失去好处“不作为”、贪图安逸“不愿为”及行为受限“不能为”四副脸谱示人。作为世界性难题,国外主要采取依法公开考试,亮绩择优录用,从源头预防“为官不为”;科学绩效考核,依绩升降奖惩,以考核整肃“为官不为”;注重监督管理,立足抓早抓小,用监督抵御“为官不为”;强化惩戒举措,出重拳动刀子,以严惩整治“为官不为”。我们应完善选拔任用机制,公开公正公平选拔,筑起“为官不为”防火墙;健全政绩考核体系,创新政绩考核方法,祭出“为官不为”撒手锏;构筑无缝监督链条,织密立体监督网络,拧紧“为官不为”制动阀;构建“为官不为”者淘汰机制,对“为官不为”问题形成强大威慑,多措并举形成合力重拳规制“为官不为”,以落实全面从严治党政治任务。“Official Inaction”is a difficult problem to be faced and solved.Although there are various forms of expression of“Official Inaction”,they are mainly shown by four types:timid and“dare not act”,loss of benefits and“do not act”,greedy for comfort and“do not act”,behavior limited and“cannot act”.As a worldwide problem,foreign countries mainly take public examinations in accordance with the law,choose the best candidates for employment,and prevent“Official Inaction”from the source.To conduct scientific performance appraisal,raise and lower rewards and punishments according to the performance,and eliminate“Official Inaction”by assessment,pay attention to supervision and management,focus on the early grasp of the small,resist“Official Inaction”by supervision,strengthen the disciplinary measures,make a heavy fist to move the knife,and punish“Official Inaction”are also included.We should improve the selection and appointment mechanism,select openly and fairly,build a firewall of“Official Inaction”,improve the performance evaluation system,innovate the performance evaluation methods,offer a trump card of“Official Inaction”,build a seamless supervision chain,closely organize a three-dimensional supervision network,tighten the brake valve of“Official Inaction”,build an elimination mechanism of“Official Inaction”,form a strong deterrence,take multiple measures to form a joint effort to regulate“Official Inaction”so as to implement the political task of ensuring full and strict governance over the party.
