摘　　要：应对重大公共卫生事件是一项牵涉到多主体协同管理的复杂工程。社区是疫情防控的基础防线,降低社区感染率是重大公共卫生事件应急管理的基本目标。如何充分发挥互联网的作用,在现有社区网格化管理的基础上提升社区应急管理能力的水平,成为疫情防控的关键问题。文章通过分析突发公共卫生事件对社区治理的冲击,探讨互联网与社区应急管理的匹配性,梳理当前实践工作中的主要问题,提出了构建全方位、全流程的"互联网+"社区管理平台以及相关政策建议。Dealing with major public health incidents is a complex project involving multi-agent collaborative management. The community is the basic line of defense for epidemic prevention and control,and reducing the community infection rate is the basic goal of emergency management of major public health events. How to make full use of the role of the Internet to improve the level of community emergency management capabilities on the basis of the existing community grid management has become a key issue in epidemic prevention and control. This paper analyzes the impact of public health emergencies on community governance,discusses the matching of the Internet and community emergency management,combs the main problems in current practical work,proposes to build a full-process"Internet plus"community management platform and Finally put forward relevant policy recommendations.
