摘　　要：作为一项基础建设,交通建设一直以来都是城市重点建设的项目之一。但近年来,我国汽车保有量快速增加,交通建设跟不上车辆增加的速度,从而造成严重的交通拥堵现象。尤其是一些大中型城市,交通拥堵已经成为制约城市发展的重要因素。当前,因交通拥堵带来的经济损失、社会损失、环境污染难以估量。因此,制定有效措施缓解因交通拥堵所带来的危害,已经成为各个城市亟待解决的难题之一。As a basic construction,traffic construction has always been one of the key projects of urban construction.However,in recent years,with the rapid increase of car ownership in China,the traffic construction can not keep up with the increase of vehicles,resulting in serious traffic congestion.Especially in some large and medium-sized cit⁃ies,traffic congestion has become an important factor restricting urban development.At present,the economic loss,social loss and environmental pollution caused by traffic congestion are immeasurable.Therefore,the formulation of effective measures to alleviate the harm caused by traffic congestion has become one of the problems to be solved in every city.
