基于多源流理论的《中华人民共和国疫苗管理法》的政策议程分析

摘　　要：从金登的多源流理论出发,分析《中华人民共和国疫苗管理法》的政策议程设置路径及其意义。制度与监管体系的问题和焦点事件构成了问题源流,而政策源流包括全国人大常委会委员、全国人大代表、全国政协委员和学者的政策建议,政治源流则由舆情、执政党的执政理念和国家安全战略组成。长春长生公司问题疫苗事件开启了“政策之窗”,推动了三股源流的汇合,实现了政策议程的设置,揭示了《中华人民共和国疫苗管理法》出台的必然性与必要性。Based on John Kingdon's Multiple Streams Theory,this study aims to analyze the policy agenda setting of the Vaccine Administration Act of the People's Republic of China and the significant meanings.The problems of the institution and the supervision system and focus events constitute the problem stream,the policy stream includes the policy recommendations of the National People's Congress(NPC)Standing Committee members,NPC deputies,the Chinese People's Political Consultative Conference(CPPCC)National Committee members and scholars,the political stream includes the public sentiments,the ruling party's ruling concept and national security strategy.The Changchun Changsheng company vaccine incident opened the“Policy Window”,promoted the convergence of the three streams,thus successfully setting the policy agenda,which revealed the inevitability and necessity of promulgating the Vaccine Administration Act of the People's Republic of China.
