摘　　要：文章旨在对美国总统特朗普2020年4月4日发布的《关于成立外国参与美国电信服务业审查委员会行政令》(以下简称行政令)的主要内容、特点和影响进行分析,通过对"外国参与美国电信服务业审查委员会"职能及组成、审查启动条件、审查时限、审查结论及后期监管等方面的研究,发现三个特点:一是被审查企业提供的信息可被美国政府部门间共享;二是国家情报总监为审查委员会提供情报支撑;三是行政令强调多部门协同配合.行政令影响较大:审查委员会将审查范围从新申请的电信服务许可证扩展到现有许可证,我国企业在美开展的电信业务将面临着更大的潜在风险.The article aims to analyze the content,characteristics and impact of“Executive Order on Establishing the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector”.Research on the function of the Committee,Committee Members,Review start conditions,Review time,Review conclusion,and post-supervision.It found that three characteristics:First,the information provided by the company can be shared among executive departments or agencies of US Government;Second,The Director of National Intelligence provides a written assessment of any threat to national security interests of the United States posed by granting the application or maintaining the license;Third,Executive Order emphasizes coordination among multiple executive departments or agencies of US Government.The influence of Executive Order is relatively large:on the one hand,the committee will extend the scope;on the other hand,China Telecom Enterprises will face greater potential risks in the United States.
