摘 要:本文旨在探究并反思特色小镇建设运用公私合产(Co-production)模式的成效与限制。本文对惠州市潼湖生态智慧区的实地调研资料进行分析,了解具有"中国特色"、由官方积极带动民间参与合产的模式,在以"乡村振兴"为目标之特色小镇建设中的实际应用;并基于优化公共价值产出之精神,提出首重风险管控、精算成本收益、关注政社因素、尊重专业知识、确保伙伴关系、共商绩效评估等优化方针作为政策建议。The study aims at discussion and rethinking on the effects and limitations of making use of coproduction in the construction of characteristic towns.Baesd on the data from field research of Huizhou Tonghu Ecological Smart Zone,we understand the concrete practical application of co-production with"Chinese characteristics,"in which the authorities actively drive private sector’s participation in the development of characteristic towns under the goal of"rural revitalization."In view of optimizing public value output,it is we propose that giving weight to risk management primarily,calculating cost and benefit pre-cisly,concerning about political and social factors,valuing professional knowledge highly,assuring part-nership firmly,and deliberating performance evaluation system jointly as policy recommendations.
