摘　　要：加快实施质量兴农战略,是实现乡村振兴、推动农业农村现代化的重要路径,强化科技创新对农业高质量发展的支撑作用居于重要地位。本文结合对日本农业科技创新主体实地调研案例以及日本中央与地方农业主管部门访谈,阐释日本农业在强化农业科技创新、促进农业高质量发展的主要做法和经验。研究发现,日本清晰设计未来农业高质量发展所需的科技创新路线图,培育壮大以企业为主的多元创新主体格局,发挥国立研究机构在农业高质量发展的科技研发引领作用,打造健全的农产品食品安全科技支持体系等做法对当前我国农业加快高质量发展、尽快实现农业现代化具有一定的启迪。Accelerating the implementation of the strategy of promoting agriculture through quality is an important path to realize rural revitalization and promote the modernization of agriculture and rural areas.Strengthening the support of scientific and technological innovation for the high-quality development of agriculture plays an important role. This paper combines the field research cases of Japanese agricultural science and technology innovation subjects and the interviews between the central and local agricultural authorities in Japan to explain the main practices and experiences of Japanese agriculture in strengthening agricultural science and technology innovation and promoting the high-quality development of agriculture,with a view to accelerating the high-quality development of China’s agriculture. The study found that Japan clearly designed the roadmap for scientific and technological innovation needed for the high-quality development of agriculture in the future, fostered and strengthened the multi-innovation main structure dominated by enterprises, and played a leading role in the research and development of high-quality agricultural research and development by national research institutions to create sound agricultural products. The food safety technology support system and other practices have certain enlightenment on the current high-speed development of China’s agriculture and the realization of agricultural modernization as soon as possible.
