新时代基层党建引领社区治理体系构建路径研究--以马克思社会有机体理论为视角

摘　　要：马克思社会有机体理论是深刻认识和正确理解人类社会内部构成要素、运行机制与发展规律的科学方法论。马克思社会有机体理论与构建城市社区治理体系存在着多重耦合性,具体体现在两者的价值一致性与结构同质性上。当前基层党建引领社区治理体系的挑战有:社区治理主体结构的"错位""越位"导致党建资源与治理资源尚未实现有效整合;社区治理结构的发展与社会结构的变化尚未同步;社区个体原子化现象凸显与社区价值引领能力不足。新时代基层党建引领社区治理体系需以整体性视野和结构化思维构建平行合作网络体系与垂直权威体系相结合的社区治理体系;凝练社区价值,培塑社区公共精神,传播社区文化,加强思想引领;加强基层党组织的组织力与引领力,以此推进标准化社区建设,满足群众多样化需求。Marx’s theory of social organism is a scientific method digging into and truly understanding the inner structure,operational mechanism and development law of human society.There are multiple couplings between Marx’s theory of social organism and the construction of urban community governance system,embodied in the consistency of value and structural homogeneity of the two.The challenges for primary-level Party building which aims to lead the governance of community are summarized in three aspects.Firstly,the malposition and offside of community governance subjects has led to the situation where the resources of Party building and community governance has not yet been effectively integrated.Secondly,the structure of community governance doesn’t synchronize with social development at present.And thirdly,the atomizations of online community individuals are gradually becoming prominent while the ability of value guidance is insufficient.Primary-level Party building for leading the community governance system in the new era requires a thinking model of integrity and structural mindset to establish a community governance system where parallel cooperative internet system and vertical authoritative system are combined together.It also needs to refine the community value,cultivate public sprite of community,spread community culture and strengthen the guidance of people’s thought.It finally calls for the enhancement of organization and guidance to promote standard community construction and also meet diverse needs of the people.
