国家生态工业示范园区建设的探索与实践--以上海闵行经济技术开发区为例

摘　　要：从调整生态空间体系推进优质企业集群升级、加强生态工业链和生态设计提高绿色制造水平、开展污染防治攻坚行动提升环境管理绩效、加强生态制度建设激发绿色供给内在动力与营造绿色供给共建氛围等方面,阐述了上海闵行经济技术开发区创建国家生态工业示范园区的实践。对生态工业示范园区的升级建设提出了扎实开展精耕细作园区建设、深化集群式发展促转型园区转型升级、协调推进园区联动环境管理输出工作、创新环境治理体系深入推进"闵行开发区绿色共建联盟"等建议。Practices for the set-up of Shanghai Minhang Economic and Technological Development Zone as a demonstrative national eco-industrial park were expounded in terms of adjusting the ecospatial system to promote high quality enterprise clustering and upgrading,reinforcing the eco-industrial chain and eco-design to enhance green manufacturing level,exercising pollution prevention to promote environmental management performance,strengthening eco-system construction to inspire the internal dynamics and to form a joint development atmosphere for green supply,and etc.Suggestions for upgrading the demonstrative eco-industrial park were proposed to solidly conduct the intensive construction of parks,to deepen clustering development for promoting the transformation and upgrading of parks,to coordinate the promotion of environmental management linkage,to further advance“the green joint alliance of Minhang development zone”by the innovation of environmental management system,and etc.
