摘 要:单元控规通过"强度分区-单元划分-人口分解-设施校核"的技术路线,将总体规划中的人口规模、公共服务设施、公园绿地、市政公用设施等要素分解至各个管理单元中。其中,强度分区模型的构建尤为重要,是人口科学分解的基础和前提。强度分区模型中的基础因子主要有用地性质、公共中心体系、交通可达性、历史保护、生态环境和负面因子等,其中公共活动中心的权重较高,但传统经验是直接依据总体规划来确定各个层级的公共活动中心,因此存在与现状发展脱节的问题。本文以渭南市中心组团单元控规中手机信令数据的应用为例,探讨如何修正强度分区模型中的公共中心因子,构建更加科学合理的强度分区。The regulatory unit planning separates the factors of population,public service facilities,park green space and municipal public facilities,etc.in the master plan through the technological route of“intensity participation-unit division-population separation-facility check and calibration”into various management units.Among the above,the establishment of the intensity partition model is the most important,and also the basis and premise for the scientific separation of the population.The basic factors in the intensity division model include land utilization,public central system,transportation accessibility,historical protection,ecological environment and negative factors,etc.,among which the weight of public activity center is relatively high.However,the traditional experience is to determine the public activity center at all levels directly according to the master plan.So there exists the problem of disconnection with the development of the current situation.This paper takes the application of mobile phone signaling data in the unit control regulation of Weinan central group as an example to explore how to modify the common central factor in the intensity partition model and construct a more scientific and reasonable intensity partition.
