摘　　要：高质量发展体现了创新、协调、绿色、开放、共享的发展理念,意味着商品和服务质量普遍持续提高。面对我国目前质量安全和质量供给方面存在的不足,质量共治是破除质量提升瓶颈的有效路径。构建市场主体自治、行业自律、社会参与及监督、政府监管的质量共治格局,有利于激发企业的活力及全社会质量强国意识,为经济向高质量发展转型提供动力。在质量共治格局中,质量技术、实体经济、法律基础、质量文化等居于重要地位,成为核心要素。针对现实条件及存在问题,进一步完善质量共治的基本要素,应推动质量技术创新、大力发展实体经济、强化法律意识、培育质量文化。High-quality development embodies the innovative,coordinated,green,open and shared development concept,which means that the quality of goods and services generally continues to improve.Faced with the deficiencies in my country’s current quality safety and quality supply,quality co-governance is an effective way to eliminate the bottleneck of quality improvement.Constructing a quality co-governance pattern of market subject autonomy,industry self-discipline,social participation and supervision,and government supervision is conducive to inspiring the vitality of enterprises and the awareness of quality and power in the whole society,and provides a driving force for the transformation of the economy to high-quality development.In the pattern of quality co-governance,quality technology,real economy,legal basis,quality culture,etc.occupy an important position and become the core elements.
