摘　　要：服务业开放有利于中国产业结构转型升级,已成学术界之不争事实。本文利用国际国内数据进行横向对比后发现,世界经济的服务化,导致各国服务业增加值在GDP中的占比持续攀升,服务业正在成为吸纳就业和FDI的主战场。最新数据显示,中国服务业开放度近年来虽然有所提升,但和以美国为代表的西方发达国家相比,还有较大的提升空间。在高质量发展的新时代,服务业开放是构建更高水平开放型经济的重要组成部分,进一步扩大双向开放是服务业高质量发展的基本要求,而生产性服务业与制造业融合发展有利于提升资源配置效率。据此,本文提出把生产性服务业发展和双向开放作为主攻方向,以"二次入世"推动服务贸易国际竞争力提升,抓住"数字+"的积极作用,尽快形成与产业转型升级相匹配的金融体系,以服务外包为抓手等依托服务业开放促进中国产业升级的政策思路。The opening up of the service industry is conducive to the transformation and upgrading of China’s industrial structure,which has become an indisputable fact in academia.This paper uses international and domestic data to make a horizontal comparison,and finds that the service economy of the world has led to a continuous increase in the value-added of the service industry of various countries in GDP.The service industry is becoming the main battlefield for employment and FDI.The latest data shows that although the opening degree of China’s service industry has improved in recent years,there is still much room for improvement compared with Western developed countries,which are represented by the United States.In the new era of high-quality development,the opening up of the service industry is an important part of building a higher level of open economy.Further expansion of two-way opening is the basic requirement for the high-quality development of the service industry,and the integrated development of the producer service industry and the manufacturing industry is conducive to enhancing resources configuration efficiency.Based on this,the author proposes to take the development of producer services and two-way opening as the main direction of attack,promote the international competitiveness of service trade with"secondary accession to the WTO",seize the positive role of"digital+",and form a financial system that matches the industrial transformation and upgrading as soon as possible,take service outsourcing as a starting point policy ideas,etc.,and rely on the service industry opening to promote China’s industrial upgrading.
