南京市建邺区营商环境制度评价与优化研究

摘　　要：营商环境的本质是制度环境,制度供给是优化营商环境的基础。建邺区高度重视并着力打造南京市营商环境最优区,在营商环境制度建设与优化方面端出一整套“顶层设计”。本次评价采用广义营商环境制度的概念标准,建立基于市场主体感知的评价指标体系。研究发现,建邺区整体的营商环境制度建设较好,企业比较满意,但各类市场主体对细分环境制度供给的满意度感知并不均衡。在此基础上文章给出了优化建邺区营商环境制度供给的具体对策建议。The business environment is essentially an institutional environment and institutional supply is the basis of optimizing business environment.Jianye District attaches great importance to the construction and makes great efforts to build the best business environment area in Nanjing,and brings out a set of“top-level design”in the construction and optimization of business environment system.This evaluation adopts the concept standard of generalized business environment system and establishes the evaluation index system based on the perception of market subject.It is found that the overall business environment system of Jianye District is built well and the enterprises are satisfied,but the perception of satisfaction of all kinds of market subjects to the supply of subdivision environment system is not balanced and then on the basis,this paper puts forward some specific countermeasures and suggestions to optimize the supply of business environment system in Jianye.
