摘　　要：按规定必须办理施工许可的建筑工程项目,只有依法取得施工许可证后才被允许开工建设。由于新的工程建设管理模式的出现、施工许可制度本身的缺陷、有关单位对办理施工许可条件认识上的偏差,在实际办理施工许可证过程中经常出现一些误区。Construction projects,which require a construction license in accordance with regulations,can only be started after a construction permit has been obtained in accordance with the law.Due to the emergence of a new engineering construction management mode,the defects of the construction license system itself,and the deviation of the relevant units'understanding of the conditions for processing construction permits,some misunderstandings often occur in the actual process of processing construction licenses.
