摘 要:"南海仲裁案裁决"固化了其他声索国的立场,共同开发面临困局,中国维护南海稳定的难度不断加大,如果一味地委曲求全反而会损害中国的海洋权利,有必要适度地向维权方向倾斜。在南沙群岛海域进行油气资源自主开发就是一个值得考虑的方案,而中国在南沙群岛海域的力量强化也足以支撑中国的行动。相对于执法活动,自主开发可以在相同风险下获取更大收益。通过自主开发,可以倒逼共同开发,或者遏制其他声索国进一步掠夺南沙群岛海域油气资源,抑或是阻止其他声索国再就南海问题提起仲裁的企图。The changes of the situation in the waters of Nansha archipelago,namely,the solidification of other claimants’ positions by virtue of "the South China Sea Arbitration" and the difficulties confronting joint development,make it impossible for China itself to maintain stability in South China Sea. China’s maritime entitlements will be prejudiced if China always keeps silence. In this circumstance,it is necessary for China to appropriately emphasize the safeguard of its legitimate rights. Exactly,petroleum self-development will be a considerable option for China. In addition,the strengthening of China’s force in the waters of Nansha archipelago can safeguard its petroleum development. Comparing to law enforcement,petroleum self-development can get more benefits for China at the cost of same risks. Consequently,it is necessary for China to consider,when appropriate,carrying out offshore petroleum self-development in the waters of Nansha archipelago. For China,offshore petroleum self-development can be used as a measure to force other claimants to accept joint development,or to deter other claimants’ unilateral development,or to prevent other claimants from initiating arbitration concerning the South China Sea issues.
