国土空间规划体系下的城乡路网一体规划探索--以界首市为例

摘　　要：城乡融合发展要求推动城乡路网一体化规划设计,同时国土空间规划体系也提出了要实现全域覆盖、全要素管控的新要求。基于国土空间规划体系对城乡路网一体化规划的新要求,文章以安徽省界首市全域快速通道规划为例,以现状路网存在的三大核心问题为主线,结合界首市提出的城乡融合下的"六个全市域"规划体系,重点从全域覆盖、全要素协调和全过程服务三个方面进行了规划实践尝试,探索建立国土空间规划体系新要求下的界首市城乡路网一体规划路径,以期为其他类似地区提供参考。Urban-rural integration requires the integrated planning and design of urban-rural road network. The national territory spatial planning system puts forward the new requirements for global coverage and all elements control. With the new requirements of urban-rural road network planning based on the territorial spatial planning system, taking the global express corridors planning in Jieshou city as an example, from the current situation and problems, combined with the global planning system in terms of six aspects, this paper puts forward planning strategies from three aspects: global coverage, all elements coordination and whole process service, and explores the planning path of Jieshou City urban-rural road network under the new requirements of urban-rural integration, so as to provide reference for other similar areas.
