社会风习与移风易俗——以移风易俗“温州样本”为个案

摘　　要：温州开展移风易俗专项治理工作,突出整治婚丧礼俗中陋俗恶俗且成效显著,被誉为移风易俗的"温州样本",有着重要的探索和实践意义。但从社会风习治理视角来观察,温州移风易俗改革探索过程仍存在问题:聚焦于以婚丧等人生仪礼中的陋俗、恶俗,尚未触及温州民众民俗生活各个方面;重传统民俗变迁和发展中出现的陋俗恶俗,轻社会变迁发展中出现的流行性不良群体性行为和风尚习气;此外民众质疑移风易俗改革过程中产生的一些新风习和新传统的合理性等。因此,移风易俗改革和研究的深入推进,需要从社会风习观来整体审视需要移、易的包含陋俗恶俗在内的所有不良社会风习。在此基础上充分发动全社会民众积极参与移风易俗的社会治理能力,发挥好群团、社会组织的参与移风易俗改革的社会治理职能;跳出移风易俗仅服务于建设乡风文明的思维定式,发挥其创新社会治理的重要作用。A reform of Wenzhouo’s social custom has yielded remarkable results.But from social customs perspective,There are several issues required attention:The reform of ugly traditional marriage and funeral customs haven't yet touched every aspect of folk life;and all the reform of ugly traditional custom have neglected bad social climate;Current public opinion are quick to question the rationality of new traditions after transforming social traditions.So,reform of transforming social traditions has gathered momentum,that need to be considered and a large variety of things to think about social customs and transforming social traditions.It needs to involve all social forces into engage in social governance,to promote governing community.
