摘　　要：我国科技报告工作存在多头管理的混乱现象,影响到科技报告的保存与利用,并导致科技档案连续性受损。文章从概念属性和实践工作两个层面对科技报告和科技档案的职能定位进行对比,证实了将科技报告纳入科技档案管理体系的可行性,确立了科技报告归档管理的新定位,修正了科技档案归档范围,调整了科技报告档案管理工作,依据文件连续体理论建立了个人、部门、机构、国家层面的科技报告多级呈交制度。The chaos of multi-management exists in the management of science and technology reports in China,which affects the preservation and utilization of science and technology reports,and also causes the continuity of science and technology archives to suffer.This article compares the functional positioning of science and technology reports and science and technology archives from two levels of conceptual attributes and practical work,confirms the feasibility of incorporating science and technology reports into the science and technology archives management system,and establishes a new orientation for science and technology reports filing management.This article also revises the science and technology archives filing scope,adjusts the management of science and technology report archives,and establishes a multi-level submission system for science and technology reports at the individual,department,institution,and national levels based on the continuum of documents theory.
