元治理视阈下档案行政部门治理能力现代化策略探析

摘　　要：档案元治理是指通过调适档案行政部门的权力,以期达到“自治”和“控制”平衡的治理形式。在档案元治理中,档案行政部门是元治者,提升其治理能力势在必行。因此,从档案行政部门治理能力的有限性与有效性两个不同维度进行分析,同时从法治、智治、创新治理三个方面探索元治理视阈下档案行政部门治理能力现代化策略,对档案事业发展实际具有重要的现实价值。Archive Meta-governance refers to the adjustment of the power of archival administrative departments in order to achieve a balance of"autonomy"and"control".In the archive meta-governance,the archives administration department is the governor,and it is imperative to improve its governance capabilities.Therefore,it is of great practical value to analyze the limitation and effectiveness of the governance capacity of archives administrative departments from two different dimensions,and explore the modernization strategy of archives administrative departments'governance capacity from the perspective of meta-governance from the perspective of rule of law,intellectual governance and innovative governance.
