区域科技人才集聚环境竞争力比较分析及对策建议——基于全国31个省市数据的实证研究

摘　　要：在知识经济时代,科技人才不仅是提升国家综合国力的重要力量,而且成为国与国之间、区域之间竞争力比较的战略资源。基于全国各省市2018年统计年鉴等数据资料的统计数据,根据以往研究构建评价指标体系,利用SPSS 20.0分析全国31个省市科技人才集聚环境竞争力优劣势,明确科技人才集聚吸引力现状,通过实证评价和比较研究,得出结论:东部地区科技人才聚集竞争力整体比中西部及东北地区竞争力强,东部地区各省市竞争力差异较大,中西部地区及东北地区竞争力程度较为相似且竞争力较弱。基于此为提高各区域科技人才集聚环境竞争力提供对策建议。In the era of knowledge economy,scientific and technological talents are not only an important force to enhance the country's overall national strength,but also become a strategic resource for comparing the competitiveness between countries and regions.Based on the statistical data of statistical yearbooks such as the 2018 statistical yearbooks in various provinces and cities in China,this paper builds an evaluation index system based on previous research,and uses SPSS 20.0 to analyze the advantages and disadvantages of the environmental competitiveness of 31 provinces and cities.The situation clarifies the current situation of the attraction of scientific and technological talents,and makes a comparative analysis of the eastern,central and western regions and the northeast region.It is concluded that the competitiveness of scientific and technological talents in the eastern region is more competitive than that in the central and western regions,and the competitiveness of the provinces and cities in the eastern region.The difference is large,and the competitiveness of the central and western regions and the northeast region is relatively similar and the competitiveness is weak.Based on this,this paper provides countermeasures for improving the environmental competitiveness of scientific and technological talents in various regions.
