基于“两山论”的欠发达地区生态保护与旅游发展研究——以贵州省乌江流域为例

摘　　要：习近平总书记提出的"两山论"重要思想,体现了环境保护与经济增长的辩证统一,也是中国向绿色发展方式转型的具体表现。乌江流域处于中国西部地区,经济发展水平相对落后,但是水资源丰富、有独特的地质景观且生物物种多样。在良好的生态环境支持下,贵州省乌江流域在旅游产业发展中践行了"绿水青山就是金山银山"的重要思想。该文在完善生态文明绩效考核评价机制、开展生态审计、完善乌江流域生态补偿机制、严守生态保护红线、旅游资源保护性开发五个方面提出了促进贵州省乌江流域生态保护与旅游经济协调发展的具体措施。The important thought of"Two Mountains Theory"put forward by General Secretary Xi Jinping embodies the dialectical unity of environmental protection and economic growth,and it is the concrete manifestation of China’s transformation to green development.Wujiang River basin is located in the western region of China,and its economic development level is relatively backward,but it is rich in water resources,and has unique geological landscape as well as a variety of biological species.Supported by a good ecological environment,Wujiang River Basin in Guizhou has practiced the important idea that"green water and green mountains are golden mountains and silver mountains"in the development of tourism industry.The concrete measures to promote the coordinated development of ecological protection and tourism economy in Wujiang River Basin are put forward in five aspects:perfecting the performance appraisal mechanism of ecological civilization,carrying out ecological audit,perfecting the ecological compensation mechanism of Wujiang River Basin,strictly abiding by the red line of ecological protection and the protective development of tourism resources.
