摘　　要：中国城镇化要构建更加完善的要素市场化配置机制需要加强制度创新,这涉及土地制度、户籍制度、社会保障制度、金融财税制度等领域的改革。首先要推动土地制度改革,促进土地有序流转,推动征地高效规范,积极探索城乡土地使用制度;其次要改革户籍制度,清除户籍不必要的附加功能,放开城镇落户限制,促进城乡人口自由流动,为农村人口进城提供有利条件;最后要改革社会保障和财税制度,扩大社会保障面,维护弱势群体的基本权益,促进全国社会保障一体化,建立财权与事权相对称的财税体制,为城镇化提供财力支持。In order to construct a more perfect mechanism of market-oriented allocation of elements in China’s urbanization,we need to strengthen institutional innovation,which involves the reform of land system,household registration system,social security system,fiscal and tax system.First of all,we must promote the reform of the land system,promote the orderly transfer of land,promote efficient and standardized land acquisition,and actively explore the urban and rural land use system.Second,we must reform the household registration system,remove unnecessary additional functions of household registration,relax restrictions on the settlement of small towns,and promote the urban and rural population free flow to provide favorable conditions for the rural population to enter the city.Finally,it is necessary to reform the social security and fiscal and taxation systems,expand the scope of social security,safeguard the basic rights and interests of disadvantaged groups,and promote the integration of social security across the country as to provide a financial support for urbanization.
